I don't think that there is any need to stop the preformatted container.
The debugtree output looks like

  @example 
   %block_line_arg  a/\n/
   preformatted 
    empty_line |\n|
    |AA\n|
    @cindex index_entry_command  b/ /
     %line_arg  a/\n/
       |index|
    |BB\n|
   @end  b/ /
    %line_arg  a/\n/
      |example|

and this would be fine to stay the way that it is.
