texi2any not translating @copying contents without @documentlanguage

While testing other translation problems with texi2any, I stumbled across
another problem.
The following input outputs as expected:
\input texinfo @c -*-texinfo-*-
@documentlanguage fr
@copying
@defivar copying a b
@error{}
@end defivar
@end copying
@node Top
@top top
@node chap
@chapter Chap
@documentlanguage de
@insertcopying
@bye
The output contains the translation "Instanzvariable" as expected:
1 Chap
******
-- Instanzvariable of copying: a b
error→
("of" not "von" due to incomplete translation files.)
However, removing the first "@documentlanguage fr" line prevents the
translation:
\input texinfo @c -*-texinfo-*-
@copying
@defivar copying a b
@error{}
@end defivar
@end copying
@node Top
@top top
@node chap
@chapter Chap
@documentlanguage de
@insertcopying
@bye
This gives:
1 Chap
******

There is no justification for this difference, as far as I can tell.
The expansion could arguably be in French or in German, but not in
English.
Note for the first input, the @copying text is correctly translated in
the Info file preamble:
This is test.info, produced by texi2any version 7.1+dev from test.texi.
