I think that I have seen that in discussions, but more importantly, it
makes sense and it is our practice.

Indeed, I agree that it is too much. I propose to drop the hardcoded
paths, leading to (after the locations in *HOME):
XDG_CONFIG_DIRS/texinfo
$sysconfdir/texinfo/ or $sysconfdir/xdg/texinfo/
XDG_DATA_DIRS/texinfo
$datadir/texinfo/
We won't follow exactly the XDG base directory standard, but it is
better, in my opinion to be consistent with installation paths.
If this is ok, there remains to decide
$sysconfdir/texinfo/ or $sysconfdir/xdg/texinfo/
I have no real preference.
