You need to enable -xattr (resp. -for_backup) with the
read run too. Before -indev gets executed.
Else the attributes will not get loaded.

  xorriso -for_backup -indev fattr-1.3.8.iso \
          -lsl /${XATTR_FILE} -- -getfattr /${XATTR_FILE} --
