Emacs has a couple of commands that can be used to add ChangeLog
entries. See M-x add-change-log-entry and M-x
add-change-log-entry-other-window.
I personally bind these to keys and then make ChangeLog entries as I
make changes to the source.
For most language Emacs will even insert the function name into the
ChangeLog for you. This doesn't always work with Java :-(.
