Creating build version numbers (was RE: How to always build a target?)

This is could be relevant:

The build process which I am creating will consist of 2 parts:

1. Update.
This will pull the necessary files out of the source control and will call
the daemon
which generates build version numbers. Will also create the top-level
Construct file.
Can run from scratch or incrementally.

2. Build.
Run cons on this tree.

That is I intend to generate version numbers outside of cons.
