        * filesubr.c (force_xchmod, ixchmod, force_copy_file): New functions.
        (copy_file, xchmod): Wrap the force_* functions.
        * cvs.h (xchmod): Move proto...
        * filesubr.h (xchmod): ...here.
        (force_xchmod, force_copy_file): New protos.
        * client.c (client_base_merge), difflib.c (merge): Use new force_* API
        rather than saving NOEXEC.
