This notices the difference between `#undef HAVE_DECL_STRTOULL' and
`#define HAVE_DECL_STRTOULL 0'.  You need to #define
HAVE_DECL_STRTOULL 0 in windows-NT/config.h via windows-NT/config.h.in.in.
