[Cvs-dev] Update to Autoconf 2.60?

Hey all,

Anyone mind if I regenerate the build files with Autoconf 2.60?  This
would get us access to new macros to try and enable C99 mode when
possible as well as letting us use Paul Eggert's new GNULIB stdint
module as is.

I haven't finished poring over the release notes, but there are also a
few new nifty macros, like AC_HEADER_ASSERT, which makes it a
compile-time option for the builder to disable assertions.
