I suspect you will find that 1.11.23 has bug fixes missing from 1.12.13a
(they were applied to the main.trunk, but never really released).

In the past we used the tag cvs1-11-x-branch-last-merge as a placeholder
of the last changes put into 1.11.x that had not yet been added to cvs
1.12.x.

New code in 1.12.x was bug fixed in main.trunk while bugs reported in
1.11 were fixed in 1.11.x and then merged into 1.12.x.
