On debian it's part of the lesstif headers:
http://packages.debian.org/cgi-bin/search_contents.pl?word=Xm.h&case=insensitive&version=stable&arch=i386&directories=yes
So you need the lesstif source package.
But you are quoting the error message with "/Xm/Xm.h" which would be an
absolute path which would be abviously wrong.
