Something is wrong with the build system in doc/.  There's a pattern
rule to build book1.html, but no book1.sgml.  There's an explicit rule,
but it has no actions.  Therefore it never gets built.  After make
clean, make won't recreate it.  The other documentation appears to have
similar problems.
