Executable missing error

I tried writing a very simple unit test. After running `make check`, I
got the following error
ERROR: The executable, "test" is missing
The directory structure is this
testsuite/
Makefile.am
testcases/
Makefile.am
test.c
test.exp

What I am doing wrong?
