At long last, after about two dozen patches, ten rebases significant enough that I tagged backups of the local topic branch, and about a month and a half overall, the DejaGnu testsuite no longer requires special flags to runtest. The Automake default value for RUNTESTDEFAULTFLAGS now works, permitting the "split srcdir" problem with site.exp to be fully resolved.

This patch removes RUNTESTDEFAULTFLAGS from will need to be regenerated after this patch is applied.
