This is a problem which popped up on the Guile lists before. To be
honest: I don't know.

The result of gh_eval_file_with_catch is SCM_UNSPECIFIED on success,
and the result of the catch handler otherwise. So for your case,
there is no difference.
SCM_EOL != SCM_UNSPECIFIED
