I wasn't aware of Pagure. And, I really like the spreadsheet you put together to compare  options for notabug.org 

FYI, I put together a list of GPL Git forges and hosting options at https://wiki.freephile.org/wiki/Git#Git_Repo_Hosting. There is also a list of non-free options to provide clarity of options reviewed.

those are self hosting solutions BTW - notabug and pagure are the only ones i
would recommend that host a fully operating service open to the public with all
of the features you are probably expecting

not to omit GNU savannah, but it may not have all of the features you are
probably expecting coming from the octopuss host, such as web-based pull
requests
