edit with form: license copyright cannot be blank issue.

when i try to edit with form, it shows error "cannot be blank" on license 
copyright (license section). most of the projects (i have come across) dont 
specify year in license file. for example pencil/LICENSE.TXT (1) simply 
provides license type without any year.

how do i resolve the issue?
