that is indeed the traditional use-case - a VPN server would fit
under under the category of security; but today, most people
know of VPN only as a service provider to route your web
traffic through - the same use-case as tor
its no coincidence that mozilla is now one of those services -
mozilla's entry into that market is only going to increase the
number of people who think of VPNs only as a privacy service
