I've added a very simple squelch block to gnuradio-core and
modified the nbfm_rcv.py example to use it.

It measures average power and compares it to a threshold expressed in
dB's.  The output equals the input or zero if below threshold.

If you're looking for something fancier, consider Martin's examples or
Bob's pointers to the literature.
