I just checked in a fix for gr_frequency_modulator_fc.cc in
gnuradio-core.  It fixes a floating point loss-of-precision problem.
The sidebands as seen in the Tx Post Modulation display are now 70dB
down for the all zero and all one cases.

Please let me know if this works better for you.
