The ruling was made by the DC Circuit Court of Appeals. The only place
it could go from here is the Supreme Court -- and they're unlikely to
take it (because the issue of FCC's lack of authority to regulate
computers that happen to hook up to tuners isn't a burning constitutional
issue).
Congress is likely to be Hollywood's next step. Indeed, they went to
Congress before going to the FCC, but we stopped them last time.
