DARPA (forward-looking research part of US DOD) has a program about
cognitive teams of software radios built from open source software:

BBN is working on this program, and also has the "integrator" or "open
source facilitator" role.  We have set up a savane server at

  http://acert.ir.bbn.com/

Any code with a free license that is even loosely related to ACERT
goals is welcome on this server.  The program is scheduled to run for
2.5 more years.  802.11 demodulation is entirely welcome, and I too
would like to see your code.

The server runs cvs and svn, mail, bugtracker etc. under savane on
NetBSD, and has RAID-1 storage and tape backups.  Please feel free to
email me if you have any issues using the server, and I'd be happy to
talk on the phone if that's helpful.
