Indeed, the C-band radar was just must first guess, since it's
relatively "local", and has
  high peak power.

In chasing down another problem (a curious anomaly in dynamic range), I
think I got rid
  of my pulsy little friend.    I reduced the system gain by 12.5dB or
so, which means that
  I'm using up less dynamic range just digitizing system noise.  I'm
still able to see
  astronomical sources just fine, including picking out the hydrogen
line from the
  spectral display.  For now, I'm assuming that the mixers in the
MAX2118 were
  over-driven, which was increasing their tendency to produce images.
