It does. The nicest feature of TortoiseSVN is the complete integration with the windows shell. Those wanting similar features on Linux may use rapidsvn or esvn. They open a GUI.

I couldn't find any way to register an account on
http://gnuradio.utah.edu/trac, either.

There isn't.  Only developers with check-in privileges need an account.
