That's a bit unspecific.

Transmission is fine, works just as good as receiving. We couldn't
transmit data between USRPs otherwise.

This question has a *lot* of caveats. I'll assume you know what you're
doing (and what you can realistically expect), and then the answer is
yes, GNU Radio can do that.
