In the same way we need punctuation in sentences: To separate bursts one
from another. I'm assuming you're referring to frames passed through
gr_tagged_stream_blocks. Every frame is transmitted by itself (and
possibly at different times). We still use the same streaming API, but
some blocks need to know when a burst starts and when it ends.
