If you are only transmitting, however, there is a theoretically simpler solution: let the HackRF remain in transmit mode, and just transmit zeros when you do not have a packet. This will ideally produce no RF output, but in practice there will be a small amount. It might be adequate.

Along with dropping the baseband power to 0, drop the TX power to 0 as well--does HackRF have variable TX power control?

Along with doing that, if possible, insert an analog filter on the TX output, and when you're "idling" the TX, tune it outside the passband
  of the analog filter.

Thanks for the additional advice. FYI, according to gr-osmosdr, the HackRF has two transmit gain stages, "IF" gain from 0-47 dB and the on-or-off 14 dB amplifier.
