If you're trying to steam video from a camera to your desktop and VLC
isn't working correctly, then the problem is most likely with your
network or system.
Note, UDP is an unreliable protocol - high loads on either the RTP
client or server will corrupt the video stream.

My guess is you're looking for a replacement for the VLC application.
Gnuradio is a development environment for signal processing.
