An RTL-SDR can work. NTSC is an analog signal using AM modulation. The higher modulation frequencies just represent more detail in the video image. They're not necessary to view a black and white lower resolution version of the video.

just had a short look: doesn't NTSC use a nearly 6 MHz bandwidth?

Yes, no way with the RTL to catch NTSC, it does in SDR mode only 2.smth MHz 
bandwidth.
