That's good.

Sorry, the correct is /home/tom/gr38/src/uhd/host/build/. The build is in the 
host sub-dirctory.

If you are using a VM and do not necessary need Ubuntu 19.10 you could probably 
try installing gnuradio 3.8 from the offical PPA repository - 
https://launchpad.net/~gnuradio/+archive/ubuntu/gnuradio

That's the correct way.
