Hi Jeff, I am having just the same warnings when using some decoder blocks from gr-satellites, the difference is that I did not upgrade from 3.7 to 3.8 but instead is happening on a fresh gnuradio 3.8 installation with the subsequent gr-satellite install; both performed as per:
