Usually such errors indicate that the development files for a library are not installed (Boost in your case)

But it seems that you do have them. Also as you are using pybombs it should install the boost development packages in case they are not installed.
First check what is the value of the various boost variables in CMakeCache.txt
grep -i boost /home/ubuntu/prefixes/gnuradio39/src/gr-fosphor/build/CMakeCache.txt
Then make sure that you have libboost-all-dev package installed and installed it if missing. Then delete the build directory (or CMakeCache.txt) and try a clean rebuild.

Which Ubuntu version are you using?
