1.0.0 release of non-graphic GNUstep libs.

We're planning a 1.0.0 release of some of the non-graphic libraries. We
hope this package will provide a really good developement platform for
non-graphics tools. These packages include

gstep-make
gstep-base

and quite likely

JIGS
gstep-guile

along with other required packages such as libobjc, gdb, ...
I'll be announcing pre-release snapshots of all these packages soon (or
get them though CVS). Please do your best to test them in many
configurations and/or provide any additional code that would be useful.

We also need a name for the combined packages. Suggestions include
'GNUstep Launchpad', and 'GNUstep Fundamentals'. Let me know your ideas.
