NSURL/NSURLHandle support for https

It also provides ssl encrypted NSFileHandles, but that's an extra, not part of 
the
OpenStep or MacOS-X APIs.

If you run 'configure', and it doesn't find openssl, everything should still 
work
though ... you just lose support for https.
