The "standard location" is not (or perhaps "should not be") ~/GNUstep -- it's
whatever the admin chose when he/she configured it. Usually, that would be the
default location -- but it need not be. Any hardcoded use of ~/GNUstep as
USER_ROOT should be replaced with a compiled-in default based directly on the
results of gnustep-make's configure, if it can't be eliminated outright.
