While I personally would prefer option number 1 (even if it's just for
consistency with GNUstep menus) and generally oppose themes, I suggest
to have the look actually handled by something like a bundle.
That way, one would only have to change the bundle for a whole different
look plus you (as developer) can easily add new 'features'.
