Perhaps they didn't know where to look and were unlucky with their google search terms (I guess there are even people who don't know about google). I don't recall there being obvious links from the gnustep site (no I haven't
bothered to check).

From the main GNUstep page, press the 'Download' link to get this:

http://www.gnustep.org/resources/sources.html

which shows where to get RPMS, debian packages, etc.
