May make this easy and need zero line of code :P
Window manager core aka. XWiRE is a bundle that allows
any app to load it (only with user defaults) and become a
window manager. Thus this is a pre-alpha software as a prove
of the concept and needs a lot more works. The CVS tree of this is located at.
garma/System/Frameworks/WindowManager
And you can take a look at TestWM's code as the example.
