GNUstep for Engineers

I was just sitting here today and I had an idea.  Back in college I wrote a small software (never actually finished it cause I had to concentrate on my real classes) in MATLAB that implemented a very simple Finite Element Analysis (FEA).  For those of you that don't know, it's the de facto way to solve for forces in any element and is used by all Engineers in the Mechanical discipline (which is what I am).

Anyway, the idea I had was to transfer this program into ObjC and turn it into a library; GNUstep has some pretty powerful tools and a library would allow the code to be used by any program.  I'd like to know, if it would be OK to "donate" (for lack of a better word) the code/library to GNU/GNUstep and use it's repository?

The project itself is still in the very early planning stages at this point, but I would like to know if I go on with this if I would have a place to put the code (I've never had experience with any thing like this).

I only know how to mess with FEA, but I'd like to library/framework to actually, at one point, hold a lot of useful classes and functions to aid in writing good engineering programs (other sciences as well).

I'd also like this e-mail to serve as a call to anyone interested in something like this to let me know and maybe work together.  I have limited ObjC/GNUstep experience, but am a pretty good programmer, but I don't see that as a problem, it's actually a learning opportunity.
