Yes, I just tried and it seems to work well.

No problem. Maybe adding a line like this:
To install header files outside the GNUstep standard header locations, you 
have to redefine GNUSTEP_HEADERS in you GNUmakefile to the location where 
you want to install your library header files.

to the HEADER_FILES_INSTALL_DIR documentation.
