I am sure he meant the link on the http://www.gnustep.org/experience/ 
Windows.html web page:

http://ftpmain.gnustep.org/pub/gnustep/binaries/windows/gnustep- 
system-0.25.0-setup.exe

is linked and results in a 404 there.
