You can get it with:

svn co http://svn.gna.org/svn/gnustep/plugins/themes/GnomeTheme/
GnomeTheme

Is better if you can use this with GNUstep from SVN, since there are
improvements for this theme. The installation is as any other gnustep
app. You can set this theme in SystemPreferences or in a terminal.
Remember that this is under development.
