what is the most chosen way to run GNUStep on Windows?

Currently GNUstep on Cygwin isn't supported. I am very sure that this is a possible setup, as I used it myself years ago, but the last time I checked this configuration was broken. If you want to use GNUstep on Windows you either need to invest some time to get it working with Cygwin again (which would be a good thing) or stick to MinGW, which is fully supported.
