If you get the Windows installer (http://www.gnustep.org/experience/Windows.html) will take care of installing the theme for you.

For GTK+, there is a GNOME theme... check Greg's blog: http://heronsperch.blogspot.com/2011/01/how-to-build-gnome-theme.html
