Yes, it is disabled to avoid confusion.  Existing bugs can be updated and closed, but no new ones can be added.  Track bugs on github where the main development is now happening.

It is not possible to submit a new bug either so the only reasonable
explanation is that the tracker was disabled by one of the project
admins.  If true, is that on purpose?  If so, what is the replacement?
