Allow me to clarify:
The word "control" used in the context analogous to:
"The Republican controls the Senate."
I interpret it as "the Republican has majority of the Senate".
Same thing here. Microsoft have an overwhelming majority on the
specification to SOAP. Any changes will probably require a vote, if a
dispute occurs.
