Windows wasn't built for a "install by source" method and most systems don't
come with a compiler ... And we should lower the barrier for working for the
win32 developers to a minimum ...

Joe Blow sees posting on slashdot.org , clicks link and finds a setup.exe
ready and raring to go ... It's likely that he'll use that instead of
downloading Megabytes of cygwin to install a 3 mb pnet ... Three weeks later
he might just find a bug in pnet and there you go ... :-)

Let's take this one step at a time ... Mingw32 binaries are supposed to
be packaged currently with VS.NET stuff coming afterwards ... Let's not
start by packaging VS.NET binaries ...
I'd like if minddog gave a brief description on how to install on Mingw32.
(Hmm... I see one on devhood, or is that out of date ?).
