You are doing it wrong.
First of all - you need the sources[1], and then follows the
instructions from here[2]. Note: get the latest sources from
rsync://antifaz.usla.org.ar/dragora/dragora-current/sources because the
FSF mirror is not in sync at the moment.
Normally, I have the latest changes of git (see the last commit) and all
the tarballs in the sources/ directory. The steps I performed are:
1. ./dragora-bootstrap --root=/mydata/testing --stage=0
2. ./dragora-bootstrap --root=/mydata/testing --stage=1
3. ./enter-chroot
4. cd /usr/src/dragora/recipes
5. toque -k -n flags="" *.recipe
The options '-k' or '-n' are temporaries. Since we need to complete the
installation part of toque.
