On emacs -Q compiled --with-webkit in xwayland on GNOME:
- M-x xwidget-webkit-browse-url RET then enter in some url
- C-x 3
- C-o
- C-x 2
The left window will now only show the top half of the webpage and the
bottom half will be white

Thanks, but this isn't a bug: the xwidget will be resized to fit into
the current window, which after your recipe is smaller than the window
on the left. You can press `a' inside an xwidget-webkit buffer to
resize the widget to fit the current window.
