I'm implementing a filename handler. Suppose the copy-file operation
is invoked, and the KEEP-TIME argument is non-nil, but permissions do
not allow to keep the timestamp.
What should the filename handler do? Punt? Copy without keeping the
timestamp?
Maybe this should be made clear in the doc string of copy-file? (And
therefore also for dired-copy-preserve-time.)
